Billie Jo Lockard is a seasoned Program Manager whose professional journey reflects a remarkable tapestry of experiences. Commencing her career in higher education administration, Billie Jo swiftly transitioned into overseeing operations for media research labs at nationally scaled research institutions.
The onset of the COVID-19 pandemic marked a pivotal moment for her as she seamlessly navigated into federal contracting, where she led the management and operations of remote mobile COVID-19 testing facilities, catering specifically to some of the nation’s most underserved communities.
Since then, Billie Jo has pivoted her career and currently serves as a Program Manager for Cadence Coalition, a rapidly growing start-up woman-owned (WOSB) and service-disabled, veteran-owned small business (SDVOSB) that specializes in providing federal agencies nationwide with complex services within the military intelligence, engineering, and Information Technology (IT) fields.
Beyond her outstanding career achievements, Billie Jo has recently been appointed Chairwoman of Membership for AFCEA, Central Florida. AFCEA brings people together from all demographics worldwide to strengthen global security, provide education, and help prepare tomorrow’s science, technology, engineering, and math (STEM) workforce.
This appointment showcases Billie Jo’s commitment to advancing communication and electronics within the defense community and strengthens her resolve to make a difference.
